2nd paw pad on dewclaw?

Hello all,
My 9 month old tuxedo cat has something on one of his toes that looks like a second paw pad. He is a strictly indoor cat so he doesnt venture outside where he might get injured or lost.
It does not seem to bother him at all, any thoughts on what this might be??

Is he de-clawed? If so, sometimes the claw tries to grow back and it's very painful for the cat. If not, it kind of looks like an infected claw. Either way, I think the vet should take a look.

I agree.  Best to have a vet take a look.
