If there's no medical problem (ie, if this is the same cat with the paw injury, he could be wailing in pain), he may just want attention. Cats are naturally crepuscular, so they prefer to be active as it's getting dark and getting light - dusk and dawn. Inconveniently for us, this is when we prefer to sleep, so chances are he's trying to engage you to play with him when he's bored or he feels lonely when you leave him because he wants attention or play.

A common solution to this is to follow a cat's natural hunt -> eat -> sleep pattern. However, if he is injured, don't push him. This may only exacerbate the injury, cause further tearing, stinging, and pain. Understandably injured animals may be less inclined to play, and they should be. They should always be treated and recovered before resuming strenuous activities like running and jumping.

Once he's recovered, tire him out with a good, solid 10+ minutes of play until he's too tired to get up and play again (not when you're tired of it, when he stops). Cats will have multiple spurts of energy, so don't stop after he lies down once, not twice, maybe not even three times. If he's still getting up to play, even if for only 30 seconds, he's not tired.

Once he's tired, feed him his last meal of the day. Once he's fed, go to bed. He'll be tired and full, and he'll want to nap too.

You can also try to keep him awake and engaged for the larger part of the day whenever you're home so he can't nap as long or as often in the daytime. That way, he's more likely to get that rest with you in the evening.

You don't mention anything about your cat  Is he older, or a kitten?  This could make a big difference in what might be making him do this.

Sometimes older cats will meow frequently in the night for a couple of reasons.  One is that they get confused (similar to human dementia) and meow because of that.  Often they just need to hear a reassuring voice to help them calm down.  Another reason is that they start to lose their hearing, so they meow a LOT because of that.  And they are LOUD
.  They can't help it, they again just want to understand what is happening to them.  Not much you can do about the hearing part, except to try to get them on a routine as Pink Dagger stated so they will sleep thru the night and only meow during the day

Or it could be something else entirely.  The other evening one of my guys was going nuts yowling.  I finally got up to see what the heck was gong on.  Turns out another one of our cats had run into the garage when we went out there for something and we shut her up in there unknowingly.  Darko was just letting us know Callie was stuck out there
, which was really strange since those two don't get along at all.

We've found it really important to play with our cats for 15 minutes or so (up to 30 minutes) every evening after their dinner.  Strings on sticks, stuffed little toys to chase (and I've asked here about problems with one cat playing while the other one just gets jealous) and other toys will use up their need to hunt and chase, and allow them to either sleep or guard you by looking out the window at night.
