Cat is very congested after neuter

My make cat (8 months) was neutered yesterday afternoon. They kept him overnight, which is usual for our vet, and I picked him up a few hours ago to take him home. He didn't meow once in the car ride home (VERY unusual) and seemed very anxious when I let him out of his carrier.

He ate and used the litterbox just fine but is very, very congested. His meows are also raspy and sounds like he needs to blow his nose. His eyes are not goopy and he hasn't sneezed at all.

Is this normal? Maybe he has a sore throat from meowing at the vets all night?

He could also have a sore throat from being intubated under anesthesia.   Being anxious after all of this isn't unusual but I would call your vet and request a phone consult for the raspiness.
