Male cat, penis hole bleeding

Today I noticed my tom cats lil thing was constantly sticking up. Like all day, well, I then noticed that he had puked, he's not popping, or peeing, nor eating, nor drinking, just started this today, I leave for work (thing still sticking out ), then come home n its back in but bleeding.. whats wrong with him.. I can't afford a vet as of right now, maybe in a week or 2, bit I have amoxicillon if thats what he needs, but how will I give it to him if hes not eating.. , I know, take him to the vet, but judge me if yu want, I'm not rich, plz help my tom..

I'm sorry your kitty is going through this.  Unfortunately; this is a case for a Vet.  Male cats are susceptible to urinary blockages which can be fatal if left untreated.  We cannot tell you over the internet what is going on; but we can tell you that this is a case where you should not delay seeking care from your Vet.

Im not sure it's a uti for the fact that when he scrapes his penis on something, hell hiss, or cry out, but he keeps trying to go to the litter box and stays in for a few mins, but nothing happens, he does bite it and lick it alot, could he have hurt it when he bit it?

Those are signs of infection or other things that require a vet to diagnose and treat.  I'm sorry to say; your kitty sounds like he is in a lot of pain.  I completely understand about vet bills; I've had my 2 to the vet so much the last 10 months.  I really do understand.  But your kitty is going to need help at some point.  At the very least; can you call your vet or an emergency vet for advice on what you can do until you can bring him in?  I know the emergency vet here is very good about giving some advice over the phone.  They should be able to answer more appropriately and quickly on what kind of health emergency this is.

My tommy passed away... he was poisoned.. still trying to figure out how.. he wasn't an outside animal so he didn't get into anything.. they said he couldn't have been saved..: -(.. I did take him to the vet, and they put him to sleep

She said it almost seems like antifreeze.. I wanna think my dad or step mom did it cuz they didnt like him n was always yelling at him for no reason, but idk to prove it

I am so sorry your TommyCat passed.  I have a big black DSH (domestic short hair) that had urinary problems and 3 years ago he had to have surgery to prevent future blocks and any urinary blockage in a male cat is life-threatening.

Onyx I don't know anything about your finances and I am not asking about your finances but if you are going to own a pet, any kind of pet, you HAVE TO BE in the position to be able to provide for them; not only providing their food, shelter, but most importantly medical care. 

I worked out a plan with my vet so that anytime I can take one of my guys in to him regardless of what the problem is or how much it is going to cost and at the first of the following month I pay off my bill without fail.  I make sure that bill is paid regardless of any other expense coming out because that gives me peace of mind knowing my animals will have their medical care provided.  When doc built his new clinic a few years back I swore that I had paid for at least one of the exam rooms and I am pretty certain I did. 

Find yourself a vet you can work with, see if you can charge something small in the beginning.  Nothing else get yourself a pre-paid credit card you can pay money in to like a savings account.  Do all this before you get yourself another cat, dog, rat, or any kind of a pet; you owe this to them.  Having a pet is a commitment; you are committed to being there for them for their lifetime, in good times and bad regardless of anything else.  If you can't do this then please don't get another pet. 

Again, I am very sorry for your loss.
