Strange food behavior?

My cat has always been a bit strange in the behavior department, but lately when it comes to his food... I'm about to snap. So I'm hoping someone can figure this out for me or find ways for me to help both me and my cat. Cause I can tell he's stressed out and wired all the time as well.

My cat constantly whines for food. Thing is, his dish is always full. Even when quite clearly show him that his food is full with kibble, by tapping his dish, moving the kibble around in his bowl while his face is up close with it, and he's sniffing it... clearly he must understand he has food to eat. But he will not stop whining until I've picked up the food bag and poured MORE food in. I could even just get away with simulating that I'm pouring food in and only let a few bits go into the bowl and that appeases him enough to eat. So he's not so  much obsessed with his food as he is with the food bag. Or container. I've thought about maybe getting rid of the bag, but then he'd just become obsessed with whatever is containing the food lol. I wonder if hiding his food would work, but he'd eventually figure out where it comes from anyway. 

But anyhow, he will whine and beg for me to put extra food in his dish several times a day. He's one of those cats that will pester and bite your ankles until you give him what he wants. And lately  he's been super agitated. Usually he'll just sleep and laze around all day, but lately he can't keep still. He'll lay down for maybe 10 minutes, then he's up again. And usually whining about his food lol.

I know cats are typically quite enamored with food in their little feline lives, but I don't feel like it should be quite to this degree. Especially since it usually isn't this bad, and I just wish I knew why he was getting this way so that I could help him relax and so that I could stop being so annoyed by his pestering lol.

I am not sure if this would be the answer but can you do timed feedings ?  Like 3 times per day ..  Maybe if he learns that his food dish is not going to be there 24/7 he will stop being so obsessive about it .. 

What does he have for toys ? Maybe something like a ball chase toy and a few like that to keep him occupied  ..My cats love those kind of toys .

You may want to consider a vet visit. Changes in behavior, particularly food related changes, can often mean a medical issue.

Have you tried a different food bowl, preferably something very wide and fairly flat? His current bowl might bother his whiskers, so he's decided he only wants to eat from it when it's overfilled.

This is a good point, too. We feed Sinbad in a pie dish, because he doesn't like his whiskers to touch the edge of the bowl when he eats.
