please help!

I have 2 male black cats that are fixed they are brothers (from the same litter). They are inside cats. I have 2 litter box's for them & their box is clean but they both will urinate on clothes, doesn't matter if the clothes are clean or dirty. I don't understand why they are doing this. Any insight would be so much appreciated.

How long ago were they fixed?  If it was recent their hormones need time to settle down.  Urinary tract and kidney problems can cause inappropriate urination, so they might need a urinalysis to rule out a medical cause.  Barring a medical issue, if both boxes are in the same location you may need to move one.  Sometimes one kitty will "guard" a box and the other will pee in the handiest spot rather than risk a confrontation.  Adding another box could help since the ideal number of boxes is one for every cat + 1.  

Unfortunately, some kitties will always gravitate to clothing (it has your smell on it, after all, and it can be comforting to mingle their scent with yours).  Try to keep clothes out of kitties' reach and see if that doesn't correct the problem.  Dirty clothes into the hamper immediately, clean clothes put away immediately.  Some kitties just can't stand untidiness

If the cats know that I have seen them urinate where they aren't supposed to, they know that they did something wrong. If they act like they know it was wrong, them why did they do it to begin with? Doesn't make any sense

It's difficult to give cats a human's thinking in many cases. The cat knowing that you saw them does not necessarily mean they see any wrong in the act. Cats do not act in spite. Like the previous poster mentioned, it is best to take the cat to the vet to rule out any medical issues. Mingling scents is often done when a cat is stressed. Perhaps there are issues between cats that you don't see? Different food, litter, changes in schedule, vacations, many things can contribute.

As rlavach mentioned, you're giving them too much credit.  Cats are smart, but not *that* smart.  Cats *are* very sensitive to our emotional state and if you get angry, they can respond fearfully, making it seem as if they understand they've done something wrong when all they actually know is that you're upset and directing that anger at them.  They aren't connecting the dots.  

I would definitely recommend moving one box to a different part of the house or adding another box in a different part of the house.  Unless you're monitoring their bathroom activities 24/7, you don't know if one cat is harassing the other when it's trying to use the bathroom or what.

Above all else, keep the clothes picked up and see if that doesn't stop the inappropriate peeing.  Like Keyes, you may have to resign yourself to having cats that can't resist the temptation to pee on laundry.  My cats have certainly taught me to be neater.  It's not a bad lesson.  Aggravating at times, but someone's got to keep me in line 
 

If you don't want to get them checked out by a vet at the moment, keep an eye out for signs of urinary blockage like lethargy, loss of appetite, smaller pee clumps, fewer clumps, blood in the urine, not wanting to be handled or picked up, etc.

Sadie aka Satan pooped in the dryer the other day.  Thank God there wasn't any clothes in it at the time.  Clothes related,
