First, encourage and praise her highly, every time she manages, or even tries on her own.

Have several litters in your flat. Depending a little on how big is your flat.  But at least two litters.  So she always has nearby to a litter-box.  Also, some cats dont like to pee and poo in the same place.   (  One radical version is to have her in a small room, till she learn to be safe with the litter issues... But you arent there yet, I think.)

The litter shall not be near her food nor water.   Of course, do scoop off the litter, so it is clean.  - You can have a little pee and poo in there, so she knows by smell it is hers, and what it is supposed for, but still, it shall be clean.

How does the litter box looks?  Is it in a corner so she gets some privacy?   Is it as a house with doors to diminish the smell?  Many cats dont like the doors...

What is the litter? Use some non perfumed version...  If you have several boxes, you can have different litters in each, so you see if it is some she avoids...

Last but not least.  Is her poo healthy, fast and good like pears, or it is rare / diarrhea?   Cats with diarrhea (or constipation!) has often difficult to manage litter box well.  Alike sick humans....   So with a diarrhatic cat it is really not a behavior problem, but a diarrhea problem.  When the diarrhea gets cured, the behavior problem solves itself.

Good luck!

Last but not least.  Sprinkle some Kitten Attract litter.   This of Dr Elseys is most renown, but there are probably others too...  Its pricey, but you dont need to fill the whole box, just sprinkle some on the outside layer.

Is the cat able to get into the box?  Meaning, are the walls of the box too high?

Some cats don't like litter boxes with a cover on it.

Are the litterboxes close enough for her to reach?  Good luck.  StefanZ already has a lot of good advice.
