Stray won't stop meowing!!!

I just recently moved to a new apartment and there is a cat that comes around, female, and there are a few male strays in the area as well. She either has an owner nearby (her coat is very well kept and she is not skinny like the other strays of the area) or she belonged to someone who used to live where I am now.
When I first moved in I spotted her and gave her a few kibbles of my cats' food to show I meant no harm. She soon became very affectionate and would let me pet her whenever I saw her. The neighbors aren't sure where she is from, but she plays with their dog and steals its food...so she has been in this area for a while.
A after a month or so of her constantly being around, she stopped comin by and I was worried she was hurt or dead. The other night she came back and I was able to pet her as before. She's very affectionate and doesn't seem to be injured in any way.
The last 2 nights she has done nothing but meow outside my door all night long. I've had female cats before and it's not the meow of being in heat. I have 2 male cats-both have been fixed for some times now-and they ignore her unless they see her when they poke their heads through the blinds.
I want to get her to stop meowing before my dad chases her off for good with a water bottle and loud noises. As I said before, she could belong to someone so I'm not sure if trapping her would be okay, and I know I can take her in and see if she's chipped, but my dad would much rather be mean and chase her off if I can't get her to stop!!

You have two tasks.   1. See if she has owners.  2. If possible help her, if she hasnt...

Normally, I would say: take her in, have her separated from your residents in the beginning, and at the same time, seek after her owners.  Put up messages around:   "Found cat", with her picture.  Do not make the pic too exact, so the owners can identyfiy themselves be telling her exact looks.   (you dont want cranks on your head taking her for free to do whatever a sickly brain can imagine).

As your possibilites to take her in are limited, you can perhaps talk your dad over into  helping her?  You can perhaps promise to do your home works extra good?   Begin with your ma, and later on together you talk your dad.

Or, find someone else who is willing to take her in, and potentially adopt.  If she is that friendly, it shouldnt be impossible.

Even a shelter could take her in.  Many shelters dont take semi-ferales, and if they do, they often pts them immediately.  But a handleable, friendly stray do have a good chance..

Next , is you proceed to seek after her owners, in any variation,  The same messages around as before.   If you dont take her in, but let her be still outside, you can set a breakable collar on her, with a message capsule on.  In that capsule you ask her owners to contact you, giving your phone number...

Just to stop her meowing isnt easy.   You can try and scare her off, of course, but that isnt pleasant nor fair.

If you dont can to help a cat in need, dont give it food nor treats...  And hope she will someone else who both want and can help for real.

It is possible that she is in heat. Most stray cats are underweight, so she probably has a guardian around. I don't recommend feeding ferals/strays as this encourages reproduction. The last thing the world needs is more stray cats. If you can, maybe grab her and see take her to a local veterinarian to see if she has a microchip. If she does, I recommend contacting the owner. If she doesn't, then I recommend looking into a rescue that will take her. If someone isn't wise enough to keep their cat indoors and have it microchipped, then they probably aren't going to care much if it never comes home. In my honest opinion, letting a cat wandering the streets alone is no different than letting your toddler wander down the street alone. I'm glad that she is still alive. The meowing may be that she wants to come in. The best thing for all cats is to have them spayed so they won't roam.

If you have been feeding her, please don't stop. She is dependent on you for food now. If she had a responsible owner, she would not be outside your home crying and would not be asking for food. Please don't run her off, either. She is obviously in some kind of distress.

 

I have been in a situation similar to yours. I picked up what I thought was a stray cat from a colony of cats who roam around near my work place. I took him directly to a vet to get neutered and treated for flea and worm infestations.  I looked for the owner on a local Face Book pet lost and found site, and spoke with neighbors in the area. I eventually found the owner a few months later, but he had many cats, none of them fixed, and was not able to properly care for them, so I kept the cat. Since the cat was used to being outdoors, he did meow a lot for a few months and then settled down. Is it possible for you to see if your parents will take the cat to a vet, and if she needs to be spayed, to have her spayed and treated for fleas and worms? Would your parents allow you to keep her? In situations like this, I am more concerned for the cat, who is clearly not being cared for properly, than finding its owner. If the owner cared at all about the cat, s/he would be actively looking for it. Still, it would be a good idea to ask around—neighbors often do know the owners of cats who wander around.
