Has he been eating/pooping okay? Chubby cats often have a bit hanging in the lower belly area, but if it feels like a separate mass, you should get it checked out. Have you weighed him lately? It would be good to know how much he weighs so that you can monitor any big changes.
My female cat has always had some hanging skin in the lower belly area. It does make her look chubby. If it's just skin and not a mass, I wouldn't worry.
If it's squishy and jiggly, it's probably what a lot of cats have - their "primordial pouch". If it's hard and doesn't feel like just excess skin, you can ask a vet to check it out. You describe it as a ball, which kind of throws me off like it might be something else though. It never hurts to talk to a vet about it. Like @ManeMelissa suggested, watch it for any changes in size or feeling.

It could just be some extra fat or it could be an inguinal hernia. I mention the latter only because you describe the area like a "ball." We had a kitten develope this at 12 wks old. I could cup the area in my hand and it felt like a ball of fat (her fat pad had separated from the abdominal wall due to the hernia...it was the fat pad that I was feeling.)
Is this something that has developed in a short period of time?
