what do i do?

My calico has these to blisters on her neck. One is big and one is small. I put anti bacterial ointment on it, but that's all I know to do.
Every time they form a scab to start healing, she scratches them back open. I want them to heal because I know they hurt her, and I can't put a collar on her because of them.

How can I help my cat heal?

You need to have her seen by a vet.  She may need to wear an e collar that will prevent her from scratching.

I made a home bandage using cotton balls and the tape doctors use that I found in my bathroom I used enough tape there's no way she can scratch it off I also took scissors and cut the fur around her blisters

Has your cat been to the vet for a diagnosis?  She really should be seen so you know what you are dealing with.  Home treatment is fine once you get the all clear from your vet.  It's best to be safe than sorry.

So she is not spayed???  If not it is a must you get her to be spayed or she will be pregnant if she is not already.  I assume you also are letting her outside.  The cat that hurt her could have transmitted dangerous diseases to her.  Please get her to a vet.
