In polydactyl cats.. is it normal for their extra toes not to move/hang limp?

yep perfectly normal. You want to watch the claws carefully, some of them tend to grow and hook back into the pad, or the paw- especially if they are extra dewclaws

Oh good to know. Thanks

Can the toes get caught on things and end up hurting her? (Blue has extra toes)

I used to have a beautiful cat who had extra toes on all 4 feet. While he never injured his toes (they seemed to stick together with the others) he was always very clumsy. Maybe the toes had something to do with it, maybe not but he was forever falling off counters, window ledges etc.

bartee never had a problem being clumsy- in fact he was quite adroit at all times. He used his extra digits well. Now BlackJack on the other hand our border collie rescue, had 21 toes and unless he was herding, he was really clumsy in the house, but out in the fields he moved like poetry in motion.

Oh you MUST post a picture of Blue's toes !!!!!!!!

Zoey's extra 'thumb' kind of hangs there but she never gets it caught on anything. I swear its opposable

There's no place like home
My friend clips her poly's toes (all 7 on front and 6 on back) and has no issue with getting them stuck. One of the 7 on the front foot actually looks to be shrinking so they are keeping an eye on it. Elwood is very nimble and he successfully uses his front paws as if he has opposable thumbs.
