Cat peeing and pooping on rug and wood floor

I have a cat who has IBD, fatty liver disease and diabetes ( I say this just in case it has something to do with what is wrong). Lately has has been peeing on the wood floor around the litter boxes (I have 3 cats) and has been pooping on the living room carpet. He is a 10 year old male neutered cat. I'm trying to figure out why he is doing this. I think it may be because recently I had cleaned the litter boxes and wood the floor completely and changed around the litter boxes a little bit to give them more room. I think it may be the change or he doesn't like the smell of what I cleaned with and that is his way of letting me know he doesn't like it. My other two cats don't pee or poop anywhere else but the litter box that I have seen. My other two cats are female one of them is his liter sister and the other one was adopted for my daughter when she was 4 months old she is now 6. I am hoping it is not a medical issue he has been through so much with all of his other problems. I thought maybe because he is getting older and he has changed his ways.

I need to know what I can do to help and what is wrong. I need to know how to get the pee and poop out of my rug and wood floor

Welcome to The Cat Site, and sorry it's under these conditions.
Can you simply change back one of the litter boxes to what it was before your cat started pooping/peeing outside the litter box? I would get a brand new litter box and use the brand of litter you previously used.
Regarding getting the pee and poop smell out of the foor and carpet: Nature's Miracle is an enzyme cleaner, which you need for these type of odors. I have seen in the stores one specifically made for wood floors. I would avoid "fresh scent" or any cleaner that is marketed to having a nice smell: what smells nice to humans (like citrus) may not smell nice to cats.
Regarding a medical condition: that is entirely possible, so I would monitor his behavior. You could try isolating him and his litter box; with three cats that may be the only way you can determine if he is developing a UTI.
