Boy or girl cat?

Can you see a slit below its anus? If so, female. The picture is a little unclear, though. There appear to be some bumps farther down. Are these testicles or just shadows? They may be sacks left when "he" was neutered.

I was thinking that he was a neutered male. And I'm pretty sure those are testicles it's not a shadow.
Kind of looks like a neutered male to me.
If he was neutered, it was pretty recently. The sacks usually shrink up within a year or so. But it does look like it.
