They are completely out of chicken liver in my area and all they have left now if beef liver. Is it OK to substitute the chicken liver with beef?

Yes, it is purfectly acceptable to substitute beef for chicken (and, vice versa). They have slightly different nutritional profiles, but IMO not significant enough to matter. Some cats prefer the taste of chicken over beef.
The FAQs page at catnutrition.org mentions that beef liver can be more rich. Just something to be aware of in case your kitty doesn't seem to tolerate the beef liver as well as the chicken liver.
Pork liver is also acceptable.... I actually feed all three types in my food rotation.
