Lump on back of right leg.

My cat has a lump on the back of her right leg. It's painful because she is limping. She won't go downstairs to the litter box and is constantly licking it; ANY IDEAS? I am broke and cannot afford a bunch of tests.

You probably don't need tests but he does need some treatment.  He is in pain and needs a vet.  At the very least you should give him a litter box on the same floor that he's on and near him.

It could be a bug bite, could be an abscess of some sort, could be pretty much anything.  Can you get a close look at it?  Is it oozing anything, or completely encapsulated?  Has she ever had a vaccine in that area?  It's possible it's even a reaction from that, if she has.

She needs a vet especially if she's over the age of 10. I had a cat with a bump on her leg and it ended up being cancer. If you are unable to get her any vet help, I'd do what you need to at home to make her comfortable like putting the litter box close and getting one that is low to the ground also keep food and water close. If she goes outside it could be an abcess from a bite. you'll need to find the puncture and remove any scab and make sure it's open to drain. Clean it with herbicleanse and check it make sure it stays open. If it is an abcess you will immediately know. She probably licking it to try to get it open. Good luck but get her to a vet if you can.
