Cat Fleas?

My cat, Charlie, keeps scratching under his chin a lot. He does occasionally go outside, so I am afraid that he might have fleas. I have checked under his chin, and have seen tiny blacks specks at the base of his white fur. This area also seems to be quite dirty and oily. The specks are also hard to remove.

If I were you, I'd take a flea comb and start combing. A flea comb will, literally, pull those creepy critters right out. If you see flea dirt and/or fleas, time for a treatment!

flea treatment every month-ail gets advantage every month and no fleas

This doesn't sound like fleas.  Based on your description and the location it sounds like feline acne.  Untreated it can get infected and harder to treat.  Please see your vet so they can offer the best treatment.
