How can I keep my cat out of the cupboards and off the counters. ...?

My cat is constantly getting into cupboards and on the counter tops. It wouldn't be so bad or I wouldn't mind as much but she also will then take whatever food she can find out of or off of and proceed to shred the bag and eat it (and in turn ends up sharing it with the dog). I don't know if she's just plain bored or hungry or both. She gets food three times a day so she shouldn't be that hungry. I don't dare free feed her, not sure if she'd ever stop. She loves playing with our little dog but doesn't seem too interested in toys. Kinda at a loss....

How old is your cat?  How long have you had her?   My cat, Ruby, is a shelter rescue cat (about 3 years old) and when I first got her (almost a year ago) she was completely food obsessed.   I still can't free feed, as she eats everything at one sitting, but she doesn't go completely nuts everytime I go into the kitchen anymore.  

Can't help with the counter top problem, as Ruby also still gets on the counters sometimes. 

But for the cupboards, what about getting child proof door latches:

She's about 2 years old and we've had her about a year and a half now. One of my dogs found her in the driveway and I brought her in and ended up keeping her. I sometimes wonder if being a stray or outside for whatever unknown amount of time she's still afraid of going hungry, but I'd think she'd realize now she won't miss a meal. The vet's seen her and she's been wormed so I don't think that's a problem.

Thinking might have to try the children's locks. I was kind of hoping to not have to, esp since she seems to go in phases but probably the easiest solution. She really has a thing for the treat bags, chips and carbs in general. :) But otherwise she's the sweetest thing, just more dog like than most of the cats I've had in the past.

Your cat being a stray certainly may have caused her to always be concerned about being hungry.   I've thought the same thing about my cat who was brought to the shelter by someone who found her on the street.

Sounds like your kitty is a sweetie, so hopefully you can outwit her on the cupboard/counter issues.

My cats are the same. They were born in my backyard, but came in after only 2 hours of life. I have child safety locks on all of our cabinets with food & on our freezer too (yeah, really). I just don't leave anything out that they can get into. Their mom was a stray her whole life, so they are very opportunistic & will tear into and completely devour any bag that I leave out. That's cat food, treats, even bread!
