My cat has been peeing outside his litter box!

Even though his litter box is clean, Loki continues to pee outside his litter box and it's always the same spot. The bathroom, right next to the toilet. I end up cleaning the bathroom and disaffecting it almost twice a week. It's getting really exhausting and I have no idea what to do to get him to stop. My mom insist that we yell at him but I explained to her that doesn't work on cats. This is my first time owning a cat so I would really appreciate some help or advice. Right now I'm just very frustrated about him not using his litter box.

Has he been checked by the vet?  I know it's probably up to your mom to pay for a vet visit but that should always be done when a kitty quits using the litter box.  He could have an infection and/or crystals which causes painful urination.  The kitty associates the pain with the litter box and quits using it.

I agree with this advice. I have 2 cats with urinary issues. 1 began peeing outside of the box randomly & kept at it for weeks. Finally, my parents brought her to the vet & she had bladder stones that had to be surgically removed. The earlier you catch these problems, the easier it is to fix. It could be a simple infection.

If the veterinarian checks the cat and finds him healthy, there are other things to consider. How old is your litter box? Older than two years? Replace it. Where is it? If its in a laundry room, under a flight of stairs, or by a water heater, move it. Those can be scary places (if the dryer buzzes while he's doing his business, that litter box is "bad", etc...) If another cat, or a dog is bothering him in the litter box, that has to be addressed, as well. If everything checks out okay, than its behavioral, and there are tricks to solve that, too.

It could potentially be diabetes. My cat stopped peeing in the litterbox and started peeing on the carpet in the same spot. Then it was anywhere near the litterbox - like the poor thing was trying to go in the box but couldn't quite make it. Went to the vet and it was diabetes. The sooner you go the better it will be for your kitty (and w/ diabetes the sooner you catch it the better the chances are for it to be temporary vs permanent).
