Cat toilet issues

Hi, I have 2 ragdoll cats, both male desexed. The older one I trained to use the toilet with no issue. The second I inherited with a peculiar problem. The previous owners moved him around on a weekly basis and he became stressed and used the whole house as a litterbox. I got him using a litterbox with training, but he would use one to pee and one to poo, and they were one either side of the toilet downstairs, with a spare upstairs. Problem is, he wouldn't use them unless I was sitting on the loo! I have retrained them now, with gradual changes made, to share one box upstairs and one downstairs, then set up their toilet trainers on each toilet (we have 2). Cat one has no issue at all, cat 2 will hassle me in the morning and race me downstairs to the toilet. He pees ok, if the toilet is flushed but pees in the basin if it isn't, and nearly immediately after he will either run out or will drop a deuce on the floor, unless I'm there to pick him up and position him on the loo after I flush and see him digging at the tiles. If I dont go downstairs he will find a corner in the bedroom and pee in there.. has anyone else had similar??

Cat 2 has bn to the vet and cleared of any health issues. He was prescribed a calming drug which I only used for a few days as he settled afterwards quite quickly. I have used feliway diffusers in the house, and feed them at the same times. There is no guarding behaviour from cat1, altho they play tag a lot and they take turns instigating.there are two seperate areas for toileting, two dry feed/water stations,and they eat their wet together and sleep on my bed together
