Why is my neutered male cat obsessed with my 9month old female

I rescued a little girl cat, she's a bit spiky towards the other cats but very loving to us, then I took in a male, he wasn't neutered and went straight for her, I've kept them apart since, I had him neutered but the behaviour hasn't changed he's obsessed with her and she's terrified of him, I don't know what to do

Is she spayed?  If not, just because he's "fixed" doesn't mean he can't smell her heat cycle and isn't attracted to it.  Also, how long ago was he neutered?  If less than a month, keep them apart because he can still impregnate her.  There may still be some sperm that wasn't snipped out of the way still yet.

I don't know she was found begging at a school in the city I'm taking her to get done when I can as the vets can't tell I am keeping them apart she's so scared of him poor thing x

I would keep them separated until you can get her spayed and give her a chance to heal.  Hopefully you can do that soon.

For some cats; this process can take even a few months.  That is normal and ok!  Of course others get through introductions very quickly.  You might find feliway diffusers helpful in getting everyone to calm down a bit.  They emit synthetic pheromones that help cats feel calm and relaxed in their surrounding.  Some people have good success with them; though they do require some time to build up in your home.  It's certainly worth a shot.

Also; be sure when you do introduce that you have spaces everyone can go; vertical spaces like cat trees or shelves and places to hide and sleep as well.

Yeah I've been following all those things, he also attacks my 1 year old girl, she's been neutered for a long time I've been keeping them separated and swopping spaces so they can smell each other with out contact but sometimes he gets through

It could just be his personality.  My Tyrion is like this.  He is very much an alpha personality.  He has learned, through much patience from me and the others, how to get along, but there are times that I still have to step in or the others have to swat at or hiss at him.  Phoebe is the worst about it... She won't discipline him at all!  He is her baby and she lets him walk all over her!
