can a neutered male cat urinate (or spray I guess) vertically?

I have 2 cats (both 2yo, Siberian Forest Cats, 1 male, 1 female, both neutered), had both since kittens.

Today, one of them urinated (or sprayed???) on my daughters new carpet and on the bottom of the bedding (bedding is not new).  It wasn't a round puddle (like the spot I found on the dining room carpet a few weeks ago - I posted about that already), it was 2 areas of large drops on the carpet right next to the bed (the areas about 5 inches apart), and on the blankets that were hanging from the bed right there, about 5 inches from the floor.  

I called the vet, they said it was highly unlikely a cat could/would get it 5" off the ground, and maybe it was one of my 2 dogs (which I don't think so, but will investigate).  But I just saw on the cat from hell show, a cat spraying/peeing on the wall.  I also read on the box for the comfort zone Feliway that it can help inappropriate vertical urinating.  So it seems cats can do this (I guess)...

I also had put one of the Feliway diffusers in her room (I got them last week), knowing the new carpet and furniture may be a problem, and I sprayed w/ the Feliway spray around her room 2 days ago.  

I have 3 diffusers, one in the basement where there are 4 litter boxes, one on the main floor and one upstairs (it was in the hall upstairs, but I thought it couldn't hurt to put it in daughters room since we were getting new things in there).  

Also, the substance was VERY yellow, and didn't smell like I thought it would.  It was a bit of a weird smell.

Yup they can. I had a neutered male cat that would spray outside on trees/shrubs to mark his territory but he wouldn't do it inside thankfully. I think when they spray its a different smell to normal urine.
