Cat peeing on clothes

A while back one of my 2 cats was peeing on clothes left on the floor.  We started giving her wet food every night with a little bit of a cat-friendly health tea added to it, and after a while she stopped.  She did have a bump under her chin that went away using the tea after a week or 2, and after that she stopped peeing.   One of the times during that ordeal she peed on my brother's bed. She has only peed once in the last few months.  Then today she peed on my brand new not-yet-washed dress that was folded up on top of the washer.  It didn't smell very strongly, but she apparently peed a lot because it was very damp.  

So how do I solve this?  I don't want her peeing on anyone's bed again, and trying to make sure that every piece of clothing is folded and put away immediately is difficult with 4 people in the house.  She uses the litter box all the time, has fresh water and food.  Our other cat is the skittish one, so the only thing I can think of is maybe she pees on the clothes when she needs to go but the other cat is using the box?  We have 2 boxes but they're right next to each other as there's really only one good place for them.  Both cats are indoor.

ANy ideas?

The boxes being side by side does not really matter. I have five and they're lined up. My cats though do take turns and wait for whoever is in the "toilet". Cats are courteous and respect each other's private moments! 
 

Anyway, you might as well add a 3rd box and have your kitty checked for UTI.

My guesses would be 1) if she's not spayed, it might be territorial. It might still be territorial because of the other cat. 2) she's insecure and nervous so she's trying to mingle her scent with yours. Have you tried feliway? I'm not an expert by any means but these are just my thoughts based on what I have read and watched :) I hope someone else can still tell you for sure!

I have the same Issue sort of. My cat I guess dose not like the litter pan she uses it but If she gets the chance she would rather pee anywhere else. She only has the problem with peeing using the litter pan. She also knows she is not supposed to because if I even walk by a item she peed on she will start hissing and run and try to hid somewhere in my living room. I don't know why she Hisses and stuff I have never abused her but when she acts up I say out and she knows that means she can't be in the living room and that is one of her fav places to be so when I say out she hisses and tries to act like she is going to come after me but if I move an inch she jumps up and runs to her hide spot. I just wish I knew some way to stop her from peeing on my cloths.

She's been spayed, yes.  

She seems to only do it randomly, maybe once every couple of weeks or longer, so I've not noticed any kind of pattern or reason why she'd be doing this.  It doesn't seem to be that she doesn't like the litter box, because she uses it all the time with no problem, other than every now and then when she decides she wants to use a shirt or someones blanket...
