Start collecting toilet paper cardboards. The cylindrical ones that get left behind when you finish a roll.
Once you have enough, say, 15, 20, get a styrofoam platform. You can ask the people at any home improvement store -- they are bound to have a few lying around from all the shipping and packaging.
Cut circular wedges in the sheet to hold the cardboard rolls vertically. If you have enough, you can stack more than one on top of each other, and make several "pillars" on the cardboard box.
Get either a wand toy, or attach the toy to an invisible string and let kitty try to chase the prey in that maze of toilet rolls. You can add on to it by setting up "walls" made from cut pieces of cardboard too. You can even tape some of the rolls horizontally for variety and "hiding spots" for the prey.
