Trying to figure out if this feral Tom is fixed (pics)

This boy cat hangs out sometimes with another feral that hangs around our house.  I got some pics of him today because he really looks like his ear is tipped (?) but when he got up and walked away, HELLO, quite a big bulge down there.  I know they don't remove the scrotum but it looks pretty 'full' ... do you think this guy needs to be fixed or is fixed?  He's the correct coloring that I almost think he might be 'daddy' to my kittens (the cat he hangs out with at my house is mama cat).  So if that's the case, he wasn't fixed when they were conceived (they're 4 months old).  What do you think?

The ears may be the result of a fight - cats will tear at anything and many intact Toms have ragged ears - or ones that sometimes look eartipped.

You should probably trap him and have the vet decide whether he needs neutering.  You can also get his shots at the same time.

I think he is still intact, there is too much down there for a neutered tom. As Ondine said, feral cats quite often get their ears shredded in fights, The ear tips are usually a bit more obvious than that.
