I think he have got an eye infection, that's a common thing in young kittens. One of my kittens got the same problem, sometimes is due to lack of hygiene or maybe is just bacteria, in any case you should take him to the vet and the vet will give you some eye drops. My kitten became healthy after 2 days of treatment with the eye drops.

you should take him to the vet as soon as possible because if he keeps like this for so long the infection can make him blind forever.

How long he's been like this?
Does his mother clean him properly everyday?
Because sometimes when the mother doesn't lick their faces, some bacteria come in their eyes.
The eye drops aren't very expensive, I bought a bottle for few dollars in the pet shop near by my home
There's also a chance he has a birth deffect. How about his vision? Can he play like his litter mates?

Momma cat (her name is Cleopatches) is always with them licking them and cleaning them

His vision seems fine. He can follow a finger, he eats well, uses the bathroom normally.

He's the bully and will fight other kittens for a chance at the momma cats nipple.

When his eyes first opened, they were normal and at birth they seemed pretty normal as well.

What eye drops did you buy?? Maybe I can find them somewhere near me or online?

This is not something that you should self medicate with eye drops.  The kitten should be seen by a vet.  If this isn't a birth defect, and i believe you said it wasn't, then it may likely get worse without proper treatment and a professional diagnosis.

It looks like a mild infection to me.

There is a small amt of swelling around the eye which will cause it to look distorted.

The only over the counter thing that is safe to use without seeing a vet would be terramycin.

It's the yellow/white tube, not the blue.

They both work but the yellow is much faster, I believe a bit stronger.

No prescription needed, and can be bought on revivalanimalhealth.com  and other med supply/pet supply sites.

This definitely needs to be checked out by a vet.  Don't give any over the counter meds to a young kitten.  Take him to the vet for a little check up and get any meds you might need from a qualified vet.

Oh dear, I live in China so the eye drops the vet gave me are in Chinese so I have no idea about the English name of this medication, but as others says is better to take him to the vet and apply the medication he suggests you. It's safer.

It could possibly be a birth defect- if you are not seeing discharge or squinting. If you are in PA, there is an ophthalmologist with a soft spot for stray kittens and treating them...But if he doesn't have the discharge or squinting there may not be much that can be done
