White goop-like substance in neutered male

My tom cat was just got neutered yesterday and I noticed this white goop-like substance formed in between the incision. I don't know what it is. Anyone can help before I call the vet? 

I've attached the photo so that it gives a better visual description of what I'm saying.

Does it wipe off or is it attached to the sac?  Or if your afraid to touch it has he been able to lick it off:)
