need help with stray cats!!

so i live on okinawa and there are seriously hundreds of stray cats out here. i cant afford to take them in and get them fixed and ive already adopted 2 cats and the military wont let us have more than 2 in ours house )): is there anything i can do to help them?? i try and feed the cats as often as i can but ive recently found a new hangout spot for strays and they are all SOO skinny )): someone please give me suggestions on what i can do to help them with limited funds )): i would catch them and take them to shelters here but all the shelters here are either full or kill within 5 days ): most of the strays i see were once someones pet but people dump there cats so they dont have to pay for their plane tickets home ): it is honestly heart breaking and i want to start doing more if i can. please help!

I think there are some TNR groups forming around the bases in Japan. Probably not run by military wives (might be frowned upon by the military) so ask around or see if you can find a website. I lived on a base on mainland Japan so I know how bad the street cat/dumped base pet problem is .
