I just had to take my cat from myparents house to my very small apartment because my mom had very strong allergies. My parents house has a very big gardn, but they couldn't keep him outside. He was very close to my dad and only drank water when he gave him. He's never used a litter box, and its been a whole day and he hasn't urinated and doesn't want to drink water. I'm very worried, what could I do?

If he isn't eating or drinking he won't pee or poop.  I would put him in a small room like a bathroom to give him some comfort, and make sure you are offering exactly the same food that he ate at your folk's house.

How far away are your folks?  If not too far I would suggest that maybe your dad could come over and socialize with him, then offer food and water and do this once a day and slowly transition away fro this idea.  If not, he should start eating food soon, but if he doesn't eat by day 2 he becomes at risk for liver disease which is very serious.

You can do a hydration test by watching this video
Lastly, he may be very bonded to your dad.  Is there any way he could live in one room at your parents house away from you mom?  A room that only he fgoes into?  It would be much easier on the cat.

It can take a little time for him to get used to the new place so keep at it and he will relax. At this point it is really the move that is getting him and he will relax and start eating and drinking again. Cat's are stressed easily because they are creatures of habit and even if your dad moved with you the cat would still be stressed. When I moved it took a few days for my cats to relax a bit and start exploring so keep at it and he should come about. Although cats are easily stressed they are also very adaptable and it shouldn't take long for him to come about. Keep paying attention to him and try any treats he likes to get him eating again and he should be okay.

don't let this go on very long.  48 hours of not eating/drinking and you could have some big issues. sometimes when they stop eating, it goes into a spiral and they just get sicker. watch his hydration level closely
