My almost one year old kitty likes to play with and eat small pieces of tissue paper (like the kind for gift bags). Do you think this is any kind of health concern? Thanks!

I don't think a tiny amount is bad. But I would strongly discourage any foreign object eating. The tissue paper can possibly block the airway. It might lead to curious tasting of other objects. The cat tongue can snarl objects with its texture and the cat can't spit it out. Their only option is to try and swallow.
Surgery is expensive and recovery is long. I wish that on no one.
