I live in New Orleans so I know how hot it can get! My A/C is faulty and usually goes out on me about twice a summer. Of course the A/C guy doesn't come out right away so sometimes we have to go 2 days or so with no A/C. HOTTT!!

One of the best things to do is make sure there is air circulation. If you have secure  screens on your windows you can open up a few windows a few inches to keep a draft in the house.

I do not trust the screens on my windows. I also live on the second story and my cats are indoor only so if they got out, it would be a really bad thing for me. What I usually do is close the curtains all over the house so the sun doesn't heat the house up too much. I bring the cats in my bedroom (the only room with a ceiling fan) and keep the fan on high. With the fan on high and no sun beaming through the windows, the bedroom stays at a decent temperature. Not cool but the cats are not panting or anything.

If they are panting, I would take that as a bad sign as cats can overheat quickly, I think. I've only seen one of my cats pant one time in my life and what I did was rubbed her down with ice cubes. In normal circumstances, she would have never let me do that but she was so hot that she just laid there. Once she was good and wet from the cubes I could tell that her body temperature came down and she wasn't panting anymore.

Also, if your cat lets you wrap it in a damp towel, that could bring down their core temperature as well.

If your kitty will let you wet him down, that may help. I do this for my long-haired black cat. I take a washcloth with cool water from the fridge and wet his face, ears, and paws. He hates while I'm doing it, but is happy after the fact.
I also put a small kitchen/desktop oscillating fan on the floor so that the cats can get the air. I find that ceiling fans just push the rising hot air right back down. Also, what kind of flooring do you have? Ceramic tile tends to stay cool compared to most other surfaces. If you don't have tile in your house, you could purchase four or so of the large one foot tile squares and put them together to make a homemade "cooling pad." You may need to use a no slip or gripping pad underneath.
