The Cornell University College of Veterinary Medicine has a phone consultation service with highly trained Vets and Behaviorists for medical and behavioral issues. It starts at $55 but the initial call is free. I called it yesterday and spoke with the receptionist who explained that first you talk to her, submit your questions, issues and concerns, and she will also request as many vet records as possible to be emailed to them. Once she has gathered all the info they need, or that you can provide, they will then contact an appropriate vet, or behaviorist if its behavioral and set up a separate phone consultation. The payment comes at the time of the actual consultation.
They take international calls as well.
