Outside plants okay for cats

So I've decided that instead of planting flowers in pots for my balcony (I live on the second floor so its my "yard") and having to move pots in and out when I let the cats out to lay in sun, I want to plant things its okay for them to chew on.  (only took me 6 years to figure this out.....) I've been checking on the internet but I can't really find a good list.

At the shelter I volunteer at they always have a pot outside with different things growing in it in the enclosed cattery, but no one can tell me what's in there. I see that Zinnias are okay, any more suggestions? The herbs that I've found are dill, parsley, sage and valerian.

I want my balcony to be decorated so to speak; not just a bunch of pots with what would look like to the passing observer - pots of weeds

Catnip! I have several perennial catnip plants in my gardens but I am certain that you could also grow this in pots. You should be able to find plants at your local garden center.

Don't forget cat grass. You can get seeds at some big boys home improvement stores or pet stores. Do look for organic seeds and soil with no added fertilizer. This is a plant your cat will eat, same recommendation for catnip.

While I would agree with the suggestion to go with a fertilizer-free soil, I don't see the need for 'organic' seeds? if you are using organic methods to grow veggies, herbs, then the results are the same? All seeds and edible plants and veggies, herbs must be cultivated in a residue and pesticide environment in order to be sold for consumption.

I based my recommendation of using organic seeds on the recommendation of my niece, who is in the plant, nursery, landscaping business, and has three cats. I have bought cat seed in petco pet smart, and the containers are labeled organic, FWIW.

Interesting coincidence. I used to work in a garden center in my younger years and did some landscaping as a side business for awhile
  I used to think organic was the way to go but somewhere along the line I changed my mind about this as things like produce for instance, aren't always better and the price is ridiculous for some things.
