Get a baby gate.

Here is how I used them when I brought my kittens home. I was afraid of kittens climbing (Abby is too old to jump over), so I stacked 2 on top of each other.  No installation required.  They just clamp in between the door frame, or in this case, 2 walls.

If they were fixed I would say baby gate but cause unfixed cats are SO INTENT on getting what they want I really would not trust that 100%  I would short term cage them if that is doable.  I would find out the policy if one goes in to get fixed and is in heat or already pregnant.  It may cost a few bucks more but well worth the little risk.

We had a similar problem at our old house when M&N were kittens (and we didn't want them roaming unsupervised).  We put the gate on the door with the door shut.  We also used our back hallway to keep them out of trouble by stacking baby gates; but they could climb over so we had to angle the top one in pretty steeply so they wouldn't climb over.  Kittens are crazy!

I think a gate in front of a closed door is your most secure option really.  You can find them used sometimes; or borrow like we did.
