Cat's claws - are they infected?

I was clipping my cats claws today and noticed that several of them were discolored and that Mickey expressed pain when I clipped some of them. I haven't noticed any other signs of them hurting him throughout the day. I'm wondering if he needs to be taken to the vet. I've had to take him twice recently to take care of an upper respiratory infection and another visit would be a little bit hard to afford.

They don't seem to be pussing or wet or anything. 

Could they be a risk of disease to himself, our other cat or people?
