Ok here I go again....we had 64 spayed Dec 9 , at 5 months old..3 weeks after that she rolled around on floor, meowed real loud and stuck her butt in air, this lasted about 3 days....now this week she is doing again (the end of feb) So I took her to the VET where they ran a blood test and said her levels were normal....so my question..Is it normal for a cat to meow real loud, roll around on floor and stick her butt in the air when you scratch her back ?

When you scratch her back and she puts her bum in the air, does she also put her tail to one side and stomp/pad with her back feet ?

Yes, the behavior you describe is normal. I've had 7 cats in my lifetime, and 6 of them thoroughly enjoyed having their backs scratched. They'd wiggle, stomp, push their butt up in the air towards my hand, raise &/or flick their tails, etc. Both the females and the males. All of whom were spayed/neutered.

A cat in heat will display unusual behaviors whether you are petting her or not. At all hours of the day and night.

Since you've posted a couple times about this, I thought I would see if I could dig up a picture of my female with her tail up in the air, to alleviate your concerns.  I found several that might do the trick!   She is 7 months old, and was spayed when she was 3 months old.

We've always jokingly called her tail "the pony tail", because it reminds me of how some horses will raise their tail at the base and it drapes down. Dory, my kitten, fluffs hers up at the base and drapes it down whenever she's playing....always.  And like your cat, she also sticks her butt up in the air and puts out "the pony tail" if we scratch her lower back. She stomps, wiggles, chirps & trills, etc.  It's normal, she's definitely not in heat. She's just a silly girl having fun!

So I've been thru this 2 other times, the last time, the VET did blood work and said she was not in HEAT....so if she isn't then why the meowing and the rolling around on the floor and like to being scratched on hide end ? I know they left some ovarys in her or something, but they say the bllod work came back fine, they offered to re do it but there is NO way I'll put her thru that again, if I'm wrong.  HELP

If she's in heat, the only help is to re-do the spay.

Not all female cats will behave in exactly the same manner, but these are some of the more common symptoms of a female in heat....

 - She'll be every affectionate, frequently rubbing up against not only you, but other inanimate things in the house like furniture, cabinets, doorways...pretty much anything!

 - She'll be very vocal. And a lot of females in heat are loud. Loud enough to wake you up in the middle of the night with the noise of it!

 - A lot of females try to escape the house. Is she spending a lot of time by the doors, or hanging out near windows...wishing she was outside instead of inside? The drive to mate is very strong!

 - It's common for their appetite to decrease, and it's not unheard of for some females to almost stop eating completely.

 - Some females spend a lot of time licking their genitals.

 - And yes, some female cats in heat spray. Stinky stuff, usually on vertical surfaces like walls, furniture, etc.

A mature female cat will usually have multiple cycles in a row, spaced about 3 weeks (or less) apart. The symptoms, once they start, will occur at all hours of the day & night, and regardless of whether or not another cat or a human is there to interact with her. There are exceptions to the norm, of course, but typically when a female is in heat there is little doubt because the behavior is so unlike her normal personality...it's pretty obvious in most cats...and in a lot of cases can be enough to drive you absolutely batty!!

I posted earlier in the thread (with pictures). Dory, our female spayed cat, is now 9 months old. And she's still just as silly as ever. She prances around the house with her tail up, throws her rear end up when we scratch her lower back, and she's a chatty cat...always jibber-jabbering about something or other. But we know she's not in heat, because she's been like this every day since we adopted her in January...it's her normal personality.  And she stops to sleep good long naps, eats like a pig, doesn't wake us up on the middle of the night with the drama of it all, etc.

If the behavior you are seeing is NOT her normal every day behavior, then I would take her to the vet and consider the re-spay.
