Charlie, Calm down already!

So my sister took Charlie (stray Maine Coon) to the vet today.  Got his shots and some eye medication.  Brought him home and gave him the eye drops.  She started to come over my house and Charlie shot out like a bat out of hell.  Problem is there's a massive snow storm coming tonight.  If he doesn't come back in time I hate to think what will happen to him.  We're likely to get 10" of snow, sleet and ice - he'll never make it back.  If by some miracle he gets here before the storm he's going to want to go out tomorrow.  Anyone know what we can give him to clam him down enough to keep him inside for a few days?

Can you get to Petco in the next hour (I'm in Washington/Annapolis and have been told to be home by 7.)
If so, get some Feliway. Calming treats, etc.
Meanwhile, I'd put out some really smelly food (heat it up) and put it outside. Hopefully he'll smell it and come close. If you can put out a rudimentary shelter, do so.
Vibes, etc. A cat I was fostering escaped right before Super Storm Sandy hit. Luckily, he found his way back after around 18 hours--to the front door where he'd only seen the back patio. So, look around any doors, etc.
