A little Health Question

Ok not sure this is the right thread for this but I have kind of a peculiar problem. I have two girls here one is a Balinese cross  who's just turning 5 this year and a mixed breed short hair that is just coming up on a year old. The little one has been rambunctious since the day she was introduced to her sister, constantly chasing her around and antagonizing her.  We figured maybe this would change and Spookie (the oldest) would turn around once she got used to Sweet Pea and take the upper hand. Which unfortunately for Spookie has not happened yet. Anyways, we've had some weather issues here in the far north of major cold weather to - 10 and below. We've noticed that when it gets cold Spookie's fur gets very staticy. This last weather bout has been terribly long, and I'm trying to determine if her fur being dry and rough is normal from the weather, or if there's something I should maybe get checked out. She's not off her food or anything, and seems to be going to the bathroom and eating her treats and such. She is a little more skittish around Sweet Pea the last couple days but other then that no other behavioral issues... If anyone could actually read this, understand it (lol) and maybe give me a little advice I"d be much appreciated

I don't think this is a medical condition but an environmental one.  Static in the winter has to do with dry air i believe and the colder the air, generally the drier it is (moisture in the air freezes). Is she going outside in this weather?

they have a litter box both inside and out they are both inside cats....the only outdoors they see are what's on the little patio we have...Ihave this thing about keeping my babies alive, hence, they do not go out where cars and idiots can get them....Ive tried keeping the door to outside litter box shut but they both whine until its open again....

I"ll have to look that up......I know we finally have a break in the weather apperently so I'm hoping her static and dandruff will reverse....luckily enough she just loves playing in water so I have left the cold water trickling in the tub and she goes and rolls around in it constantly
