She probably needs an antibiotic and will need to see a vet. If she has an upper respiratory infection (a cold), it could literally kill her. If they can't smell, they won't eat.
It is not normal for a cat, especially a kitten to sneeze repeatedly. It may have a respiratory infection and may need antibiotics. If could be a danger to the kitty. If it is cold where you are is there anyway you can get it out of the cold nad keep it warm? Though a vet visit is probably what it needs warming it up won't hurt!!
If you can bring it inside, do so. Leave it alone in a room (a bathroom is good). Depending on how old it is, you can put a towel and small litter box in a bathtub. See if you can get it to eat some chicken broth (unsalted or low sodium is best).
If you can't take it to the vet, please make sure it is at least warm and safe. Call your local shelter or rescue and ask them for help. Stress that the cat is sick and you can't take it to the vet.
