Mixing Senior and Kitten Kibble

I have a question for everyone, the "breeder" that I got my Siamese kitten from was mixing Presidents Choice Nutrition First Senior and Presidents Choice Nutrition First Kitten, when I asked her why she was mixing it she said that they liked it better that way, The kittens were under weight , when I brought my girl to the vet they said that she was small for her age.

She has a very healthy appetite for both canned and kibble, is it just me or does the "breeder" seem to be missing a few screws in the head? Doesn't Senior Cat food have lower levels of protein where Kitten food has higher levels of protein? I just don't see her reasoning for mixing the kibble.

My kitten weights 1.4 lbs  at 8 weeks old and she should weight at least 2 pounds or more according to the vet. I have changed her over to Purina Pro Plan Kitten food with Kitten canned food and Baby Cat wet food from Royal Canin.  One 3oz can of Baby Cat will last her a day with her kibble. 

Am I going about catching her up to where her weight should be without hurting her?

Also on another note one of the other kittens was wheezing and had a sound that vibrated in his throat, he is also half her size, and he was the only one doing it from the litter, she also said that she was going to take him to the vet...nope, but she is selling him half price on kijiji.

I don't think she should be allowed to have any cats in her house if she is not going to get vet help for when her animals need it. But I am stuck on what to do about it.

Yeah the breeder sounds a little screwy.  As far as catching up the kitten to where it should be, as long as the kitten doesn't gorge itself on food and make itself sick, it should be fine if you feed it normally.  It will eventually catch up to where it should be..

When she is put into her safe room she has kibble left out for her and I offer her canned every couple of hours unless I'm going out than I leave a fair amount in there to last her. But no she doesn't binge or over-eat
