Just moved into a new place about a month ago NEED HELP

I just moved into a new house and a new city, I have a large dog and an ex barn cat that is around 7ish. 

They have both been insane since i got here.  I have the cat on fellaway.   She started exploring the upstairs today and the dog chased her down? Something the dog has never done in her life.  The dog is 4 years old.  Now the cat wont come back upstairs and just hides out in the basement this whole time for the last month.

She sits on top of the bar and sleeps all day pretty much.

When the dog chased her down the cat turned on the dog and was ready to claw her face.  THe dog got in big trouble for this.

My cat as previous bad experiences with dogs because she was born in the wild, now her "friend" treated her like an enemy? I am not sure what to do here.

When you move into a new place it's not recommended to let pets have full run of the space. It can be overwhelming, create anxiety and it sounds like your dog is creating a "Territory". Lock your dog into a room in the upstairs and encourage your cat to come to the upstairs and explore in relative safety. Let them meet each other again through the door as though you were introducing two new animals to each other.

Hey my cat is always around my dog when my dog is in her crate my cat walks by.  Today my cat came up alone and went around. The dog came up later and was sniffing like crazy.

I guess i will let my cat get her scent everywhere for now? My dogs bed is in a crate I have been shutting the crate door and my cat has no problem walking by when shes in her crate. Or if my cat is sitting on the bar she has no problem with my dog putting her head up to touch her. Just they clearly can't be on the ground together for a bit i am guessing.

my dog is naturally very territorial even for her breed.  She adored my cat though.

I think it's just going to take time for them to get used to each other again. Your dog is trying to feel safe in the new place and right now that doesn't include the cat. Some more crate interaction and the cat scenting the place sound like a good idea to me
