One pic is  not enough, give us also a pic from above.  Can we see a waist line?

But I dont have any impression he is too fat.  Cat in good condition shall have  meat on them, yes even some fat layer.

It just siameses and the like who shall be thinnish.  And russian blue slender and visibly muscular.

Most others, including most moggies, shall have some layer if you do pinch them.

So you both have right, you dont wanting your cat be too fat, and your grandma too in her way.

What does he get to eat?   Observe, it is easy to get fat on dry cat food, especially if it is not the high quality.

Wet food is better for cats, and they usually dont get fat from it.

As cats getting fat is often not because they eat too much, but because they get too much carbohydrates. Dry cats food contain much carbohydrates, and some of it even harmful for cats, like wheat gluten.

Some carbohydrates is OK, but not the amounts which are in the typical dry cat food you usually get in the supermarket.

Look the site  www.catinfo.org,  its a veterinary who is very interested in cat nutrition who is the main contributor..

Good luck!

Very good info above from StefanZ
I agree it is not possible to tell based on this picture if your cat is fat or not. We need at least one from above too.  It wold also be useful to know the cat's age.

The best is to ask your vet at the annual check up if your cat's weight is okay for his body type/frame. It is also best if you can feed wet food or at least food lower in carbohydrates as StefanZ says.

Is your cat active and playful? Is he able to groom himself all over without difficulty? If so, he is probably doing 'okay' even if a bit overweight.

Thanks for caring about your kitty

I agree with everyone that it's hard to tell from the picture, but I would say your cat is not fat. Slightly overweight, could be, but no way to tell from the picture. I've had all different sizes of cats and I can tell you that your cat is not fat, at least compared to other overweight cats.

cprcheetah has it right - the only way to get a sensible answer is body condition scoring.  Photos are not helpful in my view even if taken from above and the side when the cat is standing, as one can't feel what is going on under it's coat.
