Maybe a broken paw or leg

Hi, my cat collie has been suffering from a lot of pain in his left paw and he is hopping When needs to walk or do something. He is an outside cat and I do not know if his paw is broken because when I touch is leg it is fine but when I touch is paw then it really hearts. What should I do
