Fleas with no scratching?

Is that possible?  I see them scratching occasionally but not like you would think if they had a flea problem.  But one of my boys is experiencing some fur loss around his neck and I THINK he may have some minor flea dirt.   I hate to use anything like Advantage unless I have to (they are totally indoor) but don't want them to have fleas, either.

Fleas should be pretty evident. Comb out any flea dirt onto a paper towel and moisten it. If it runs red, then you have fleas, and they need to be treated. If they are not bad yet, you may be able to get rid of them by combing and vacuuming frequently.

If there is no evidence of fleas, the scratching may be from allergies, either environmental or food-related. Scartching just around the head and neck may be a sign that it's not fleas.
