a stray feral cat showed up in my basement and just would not leave now he beating on my indoor out door cats this guy has to go cant afford to neuter him, im going to have to give him to the animal control people I hate to do that but my home cats must come first, they deserve to play together in my yard with getting bullied by this feral, ps I also take care of 4 other ferals and they all get along except this one cat.

Very true you must protect your own residents in first hand.  But still, neutering him is the key, and will also help up the situation considerably. Not immediately if he is a dominant territorial tom, but perhaps in 1 months.

Can you find some rescue group nearby?  Who will help you at least with the costs of spaying?

You can perhaps have him closed in one room in your basement?  Or a bid dog crate??
 

If you let the city animal control take him, he will almost surely be gassed the next day.

A tame, or at least shy but friendly cat, could have a chance even at the city control, but not a mean territorial semiferal tom.

And he is mean mostly because he is unspayed and territorial. it is why he beats up your residents.

Spayed he will become calmer and less aggressive.  Although it may take at least a months  (it goes quicker with friendly, non territorial toms).

You do what you must do.  But please try and find a good alternative before you feel yourself forced to plunge into the bad alternative...
