Cat's scab won't heal

My 13 yo female cat has a wound on her chin that will not heal. It is usually scabbed over with a dark crusty scab that rubs off pretty easily with a wet Qtip to reveal a wound underneath. It's been there for about a year and has not gone away. I've shown it to several vets to no avail.

I've tried hydrogen peroxide, antibiotics (Derma-Vet Ointment which is Nystatin-Neomycin sulfate-Thiostrepton-Triamcinolone Acetonide) a few times and an anti-fungal cream ( Lamisil which is 1% Terbinafine Hydrochloride) The Lamisil seemed to irritate it so I discontinued that and the Derma-Vet always seems like it might be working for a day or two before scabbing back over and remaining the same.

For a while I suspected feline acne but she drinks from a stainless steel dish which I wash daily.

The vet has also suggested that the cat must be scratching at it and that is why it won't heal. However, I am home a lot and pretty attentive towards her and I have never once seen her scratch at it. The only time the scabbing is cleared away is when I clean it with a Qtip.

I really think it may be an abscess but the vet said that it doesn't look like an abscess . He just keeps insisting on antibiotic shots and ointment. I'm getting frustrated and hesitant to take her in again without knowing more because each time I take her in runs me $130 with no results.

Can anyone shed any light on what this might be and how I should deal with it?

In the photos you can see the scabbing around the edges (where it usually begins) but in the middle it is still exposed from the last time I cleaned it. Also FYI, hair grows fine where the wound is it has just been shaved off because it is easier to see and apply ointment. I also think that the strip along the edge of her mouth (running along where the wound is) might be slightly pinker and puffier than usual but I don't know. You can see in the pictures it is very slight so it's possible that was always that way and I am just noticing it due to the shaved fur and excessive examination of the area.

Any help from someone who has seen anything like this before would be appreciated!!

If it were my cat, I'd want a culture and sensitivity as well as a biopsy. Obviously that's going to cost a little but I'd rather have answers and a plan of action.

Is it a rodent ulcer?  Whatever it is, I'd ask for a culture to find out what's going on.
