I found out that the cat I posted about earlier in the week is, technically abandoned or stray.
HOWEVER, my neighbors leave the garage open for it, give it food but let it roam outside all day long. AND they have not given it any veterinary care. But they are claiming it as theirs.
This is so irresponsible. The cat is probably sick to begin with and it will need to be spayed. A cold garage isn't an ideal shelter either. This cat come to my house and does everything but say, "I want to come inside." I do not feel that this is a good situation and I do not think it's fair for them to claim ownership just for leaving a door open. They found the cat and have no idea where she came from. In my opinion, it should be taken to a vet and placed in foster care or a no-kill shelter, so that it can get the kind of home it deserves. However, some people are telling me that I shouldn't do anything because these people say it's theirs.

Please advise!

If you take the cat, the "owners" could charge you with theft. Is there a way of talking to them, especially about spaying? You might point out that she will have kittens and ask if they have plans for homes for them? If you have the means, can you volunteer to have her vet checked and spayed?

I would talk to them first and see if they'd agree to having her vetted and spayed. If they refuse, you may be able to lodge a complaint with the local animal control and then work something out with that agency to have her vetted and adopted. Our animal control takes catches to the SPCA, which holds them for 7 days. If no one claims them during that time, and pays the fee, they are put up for adoption if applicable.

Depending on how yours work, you might be able to get her help using that route.

I agree with Ondine, try to talk with these neighbours.  Be diplomatic and friendly.   Playing by the ear and tune, either giving them tips how to be even better cat owner, or propose you take over the cat.

Tx for caring!

Good luck!

Sometimes I think you're better off not caring. I haven't talked to the neighbor but her kid gave me a dirty look when she came to the door for candy. I think they're angry because I fed the cat and they may have overheard me on the phone talking to someone about what I should do. So, rather than leave the poor thing in the garage with the door open, I think they have it out in the rain in a dog pen. These people are SO ignorant!! I can't stand it. Not taking the cat to a vet to have it vaccinated or checked out when it's been coughing wasn't bad enough!

You might try calling one of the local rescue groups and getting their advice.  If the cat is sick and not being cared for, it is possible that the local humane society can help.

Red Top Rescue is right - this is now cruelty.  Plus, if they haven't taken it for its rabies shot, that may be against the law where you are.  Time to call the authorities
