My deaf cat Noah, who was a stray when I adopted him wants to go out side in the worst way. He escapes at every chance he gets. I feel bad for him, I know he misses it out there, but I am so afraid with the major road near our house. I have tried to walk him on a leash, but he hates it. He won't move. I have let him out in our back yard to eat grass and to play, but he tries to jump fence. When fhe front or back door is open (with the screen up) all he does is sit there and meow. What do I do? I really want to let him out, but I want him to be safe.

We have several members who live with deaf cats. They will probably check in soon and will reply with their experiences and advice. I just wanted to welcome you and say hello.

Hello! I have a deaf cat named Kahu.

He has not tried to go outside, althought he likes to sit in the window and watch the world go by.

I suspect that your Noah is so used to being outside that it is like a different world being inside. Keep trying leash training, leave the leash near the food bowl so that he knows it is not a bad thing. There are some good tips on leash training here
Rewarding him while he is wearing the leash might help, like giving him a treat.
But also, make sure he is up to date with his shots when you take him out, if you do.

I am editing this to say, why not try and keep your cat occupied inside, like play with him, give him some catnip toys, etc, maybe once he starts getting busy with the toys, he may lose interest in going outside? Just a thought.

Good luck! And welcome to TCS!

What about building him an outside enclosure? He won't be safe outside unless he can be contained, so if possible can you provide him with a nice cat run?
