Most likely her anal sacs are clogged and dragging her rear on the floor is one way to attempt to relieve the pressure. Yep - a vet visit is in order to have them checked and possibly expressed. Take in a stool sample if she is an indoor/outdoor cat and you have not run the test in the last year.
Is she spayed? If she is, it wouldn't be that she is in heat (period). It COULD be worms, but like Feralvr said, it could also be her anal sacs are clogged. I would also take a stool sample in to the vet. Good luck!
