Bush Unveils Measures to Weaken Cuba's Castro

WASHINGTON (Reuters) - President George W. Bush vowed on Friday to try to weaken Cuban leader Fidel Castro's power, and said the United States would crack down on travel to the country and make it easier for dissidents to flee.

"Clearly, the Castro regime will not change by its own choice," Bush told a gathering at the White House Rose Garden. "But Cuba must change."

Bush unveiled the initiatives as he gears up for next year's presidential race. Florida is home to many Cuban Americans who advocate tougher measures against the Castro government. Anti-Castro Cuban Americans helped hand Bush a disputed but pivotal victory in Florida in 2000 and the state could once again prove key in the 2004 election.

In May 2002, Bush said he would be willing to ease American sanctions on the communist-run country if the government took steps toward democracy such as offering "free and fair elections" and if it worked toward opening its economy to free-market changes.

"The dictator has responded with defiance and contempt and a new round of brutal oppression," Bush said.

Some business groups, Democratic lawmakers and free-trade Republicans favor loosening up sanctions such as the travel ban, saying they have been ineffective and are costing American firms potential sources of profit.

But Bush said money paid by American tourists who stay in hotels in Cuba goes to the government, with local workers paid only "a pittance."

This one is just political. He wants to make sure that he actually does win Florida in the next presidential election.

American policy toward Cuba has always been odd, I guess because it is in our backyard and came to being during the height of the 'Cold War' with the USSR. They were the Soviet Union's satellite in our hemisphere, which peaked during the famous missile crisis during the Kennedy administration.

I don't think Bush will actually do anything. I also think that once Fidel dies, that the chances of his regime imploding are pretty good.
He has designated his almost as old younger brother as his successor.
There is no other government now to prop him up. The breakup & democratization of the Soviet Union had a devastating impact on Cuba both economically & militarily. If the Soviet Union had not been there to protect him, the US probably would have engaged in military action against him decades ago.

Before becoming a communist, Castro was raised as a Catholic, and I believe went through Catholic schooling all the way through college.
I wondered when he allowed the current Pope, an avowed (and successful) enemy of communism, whether he decided at his age, it was time to 'hedge his bet' so to speak lol.

I think it's a combo between Political and honest action.

He wants to be true to his words to the cuban population in Florida during the last election. but he also wants to Regain their votes.

This is a non-issue, IMO. The U.S. military is already stretched too thin, and the Castro regime will die of attrition within a decade or so (cf. the former Soviet Union and East Germany). Bush is desperate to win Florida in the next elections (sorry, but I still am very sceptical of his having "won" Florida in the last ones, because too many blacks and Jews were "accidently" or "technically" disenfranchised). This is just another example of his delivering sound bites. He should be careful though - look where his rash comments about the "axis of evil" have landed us with North Korea. The man is floundering, as are most of his Cabinet members.

I don't get the 'too many blacks and Jews' statement but I do agree with the North Korea, I swear that guy is pure evil and should be put out of power, considering how N. Korea and S. Korea still are suffering from poverty and splitting up of families that have not seen each other in years. Castro is just another man on our list of 'bullies' that the presidents will always pick on as well as the N. Korean, Saddam, Laden and any other bully that we 'claim' have to go to war and kill more innocent people and further put their country back in third world conditions, but for whatever reasons, some of them seem to allude us

RaggieMom I agree with you 1000% - we need to take care of the US for once and get our people home.

Bush is really needs to get off his own agenda and onto the peoples!!!

There were a variety of reports that in polling places that were heavily African-American, that voters were asked to produce unnecessary forms of ID causing several to leave & not vote, if I am remembering correctly. There was also an issue related to the so-called 'butterfly ballot' where names were on either side of a central 'mark your selection' line which might be difficult to line up correctly, especially for the elderly. This conclusion was based on the fact that in Palm Beach County, Pat Buchanan got a bunch of votes, which in a heavily Jewish county, seemed remarkable, since he has some rather uhm, unusual views of WW2 & the Holocaust. In addition, there were a lot of votes in the same county disqualified because people had chosen 2 candidates for President, as if they thought they had made a mistake, or had to vote for Pres and the VP separately.( This was a totally separate issue than the 'hanging chads'.)
