Our cat, general, has been staying outdoors all summer
He, I think, was shot with a pellet gun but we patched him up and the wound is all but healed.
The problem is that he has not eaten or drank anything for weeks now and is extremely lathergic. We are currently feeding him baby formula and water through an oral syringe to keep him hydrated. He won't eat or drink on his own and is now deathly skinny. He's 5 years old, his eyes look fine, no fever. We don't know what to do and can not afford a vet at the moment. Can anyone maybe shed light on the situation to possibly help?

I would second the need for a vet visit. He could have an infection, or there could be something else totally unrelated going on. He most likely already has fatty liver disease from not eating enough.

Yes, if the cat has not eaten or drank anything for weeks, chances are he has developed hepatic lipidosis (fatty liver disease) and his organs are failing. I am not a vet, but he really needs to see one. Human? baby formula is not meant for cats, and could be making him worse.

Yes, if nothing else, he needs to be fed cat food, watered down to make it soupy enough to be able to syringe feed.  I'd go with kitten food, since it's more caloric.  But if he's been fed only human baby food for several weeks, he's probably mal-nourished.  Have you  noticed him licking at bricks, clay pots, anything like that?  That's a sign of anemia.  Check his gums, and the inside of his ears for yellowing.  That's a sign of hepatic lipidosis.  Neither of those is good
